USGS outside the US?

the metadata contain encouraging information:

<accconst>There are no limitations for access.</accconst>

<useconst>None. The USDA-FSA Aerial Photography Field office asks to be credited in derived products.</useconst>

I didn't find any limitation for non-US users.
And I gladly give credit to this authority.

But I think you can't use FSET for USGS data. You have to use their data viewer to download the files.
