Yes, you have the runway.
But it's name has to be brisbane__airport__runway and it has to be grouped with the brisbane__airport__outside and then exported.
This will be part of the new video tut.

i have made change as well to brisbane__airport__runway and grouped it then exported it in AC3D

Look at the output folder summary - it assumes that the output folder is a subfolder from the root folder and appends the two,so its trying to output to
H:\photos1\....H:\photo1\...

For the second one just enter "output" as the path. Even if that doesn't exist, the converter will make it and you'll see what's going on

This is what I get after conversion. The aircraft has been placed at the start of the runway. You can see the PAPI lights are level with it as is the autogen but the ground is many metres recessed/below. It's like I'm in a crater as once I get to the edge of the area covered by the airport I've made the ground rises up like a cliff to normal height. I already set all the objects in the AC3D model to Y=0
SDK is 14 July, AC3D package g#has September dates.

We need to have a Version number like "Version 1.3" for the SDK so we can tell whether we need to update.

This is what I get after conversion. ....

So I checked your files and only had to correct 2 small points:
1. Please use these names for __airport__runway and __airport__outside (2x double underscore. I think I spelled it in the video tutorial).
2. Both the runway and the decals have to have textures. They will not work without. The outside area does not need a texture.
And please use the latest version of the exporter and converter.
This is all, then your runway works fine. Good job!

ok so i got the converter working with no error messages but when i go to the output folder there is nothing there?

i only have 1 runway so how do i edit out the second runway in the tsc file?

I hope as soon as you manage the airport design job, some more people will dare to try the same.
Only 2 problems:
I can't be here all the time, there is still another life beside aerofly (although hard to believe).
I need as much as possible information, so I always ask to append the data.
And both of you are the first volunteers, so you have to go through the hard process to uncover all weak points in the tutorial.
