Many months ago it was mentioned that there would be an easy way to smooth out rough runways without having to go through elaborate coding exercises. Was this idea ever realized?

The runways (as well as apron and surrounding airport areas) smoothing is done by adding a groundpoly to your airport project. There were further tutorials posted to include doing this from AC3D. We also already had tutorials and step-by-step instructions for users of 3DS Max on adding groundpoly.
There is no elaborate coding needed to achieve this.
I suggest that you review the tutorials, and the forum has many users that will help you out along the way.

So at the very least it requires the purchase of a 3D graphics program such as AC3D?

Yes it does require that you at least have AC3D. You still need to make at least a runway model.
You may be able to use an already made model that another user made if you have the right sizing. You will then need to align it properly using coordinates but this process is much more cumbersome
I believe that AC3D still does have a free evaluation period to try it out. You should be able to download it for free to try.
