I wish to position a XREF car on a park deck of 12m height.
The ground level is 25m.
Can you please give a syntax example how this can be done?

Since we can't adjust the elevation of Autogen Buildings and Trees in the .toc file, would it be safe to say that Xref would be the same? Meaning it is not possible? But I suppose this isn't the answer you are looking for.

Maybe Rodeo's low poly car pack could be useful? Those objects should be placable at a predefined height, with autoheight set to false and then the height value in meters?
Ok 800 already seems like an awesome amount of cars, I guess my years with FSX and P3D has made me modest, the sheer presence of some 3D cars on a parking deck was something that could bring FSX to its knees, I never would have expected that someone would ever exceed 800 cars on one spot of a scenery.
It is worth to do one model for the parkdeck including the cars? This would be one object in the tsc file. I can not prove it yet, but it should be also better for frame rates.
It might look like a small amount of cars, but alone on this parkdeck, there are 420 cars.
And there are two of them.
Nice work with the cars, though they are distributed too homogeneous. People don't like to walk that's why in real life you'll see most cars bunch up towards the terminal entries. Also makes it easier to land on the roof with a chopper if they are all on on side 
You can merge models in tools like gmax and others. Then convert it with modelconverter. Of cause it depends on what cars you have available in the 3d model designers...

TomSimMuc , I believe lights are the only toc object that can be elevated.

they have no effect in toc files for xref objects.
I would like to re address this issue with the simulator. I too find a need for a fix or update to the system that allows height adjustments to the XREF objects provided from IPACS. This is necessary for Tom's issue, and for custom Airport Runways, Aprons that manipulate the Elevation.

I have to say I'm slowly getting increasingly frustrated by Aerofly and IPACS. There is a fledgling community of freeware developers that invest their precious time to help create more content for Aerofly, sometimes in Payware quality. In the end this is what will help boost interest and hopefully sales for this platform in the future. Yet IPACS still doesn't provide the most basic of tools to help support those developers. No possibility to flatten terrain or remove default features as a base for your own scenery, no easy way to edit default airports and populate them with your own content, export tools only for massively expensive modeling programs only professional cgi artists could (legally) afford, no easy way to give a scenery priority over another, .... If this doesn't change soon I'll probably give up on scenery design for Aerofly and see what I can do in P3D. With tools like SBuilder X, ADE and Instant Scenery it's easy to get your creations into the simulator and I'll at least know that I won't run into a dead end after hours of work which forces me to ditch my work altogether.
