I have added the variable for the user content folder. But no content is being displayed. If I move it back to the main FS4 folder, it works

Do not use the SteamLibrary folder inside the extra_user_folder field. You'll generate all kinds of ERROR messages. Steam can also wipe all data in "Aerofly FS 4 Flight Simulator AddOns" at will. Do not use that folder for user-made scenery, this folder is for Steam DLCs only.
Use your user documents folder instead and leave the extra_user_folder empty for now.
