Press on the altitude knob and swipe upwards from the middle of the knob to have managed decent and swipe downwards from the middle of the knob to have OP DEC

This is explained in the simulator in the cockpit interaction menu.
To perform a push gesture you need to grab the center disk and move it up. Similarly you pull the knob by sliding the inner disk down.
For most buttons you can just tap the screen but the A320 has a push/pull knob, so you can't just tap on it, it wouldn't be clear if you want to push or pull.

The plane will not descend when pressed knob if NAV mode is not selected. Because DECENT Only works if NAV is turned on
