it is a work in progress I heard and if your on mobile you have no chance of having it because of the particles but I can't answer this myself because I am not the developer

Sure, dynamic weather would cause more lag and frame drop for mobile players. But they couldn’t just not add it to mobile. It’s a flight simulator, supposed to somewhat resemble real life. Weather is a way to do this, so not adding it to mobile wouldn’t be fair, and also wouldn’t make sense.

Well if you use images to drop as rain fall and have rain on the windshield it'll look so bad
