What does "Texture Quality" setting affect?

Hello all, I cant seem to figure what "texture Quality" Setting affects in-game. Is it the texture of the planes or buildings? I tried comparing the same by using "low" first and the "ultra" but couldnt find any noticeable difference. What does it affect exactly?
