Simply buy it a second time, once for Android and once for IOS. Buying it once for both systems doesn't work.

My Android phone has the plane package but doesn’t get the global scenery data add-on. I can afford it but it sort of feels like ‘No More’ without a reciprocal gesture. -

Unfortunately your purchases are bound to your Apple or Google account and these two don't share user purchases between them. It's like buying a ticket to the movies and trying to get access to an exhibition instead. Just doesn't work like that.
