I want to fly in formation with a fighter jet, so I need an F15 and F18 that move at high speed.

It is possible with the local and other traffic planes. (Near the military airports with high local traffic setting. )

    I’m on iOS.

Hmm, but they are not suitable for formation flights because they only go around the airport slowly at about 160knt and land immediately, so the one that flies at high altitude and high speed is better.

In formation flight, it's not the speed of the aircraft that matters, but the speed difference between the two aircraft. But if you need high altitude and high speed, choose an airliner.

A persistent AI plane flying a 3D pattern of some sort would allow formation flying practice. MSFS 3 and 4 had that back in the 1990s so it ought to be possible these days. It was really enjoyable and far harder than it looked.
The MSFS 3/4 plane flew around and between NYC tall buildings just to make formating on it more intense😎
