Can someone tell me who's responsible for this mess. I don't see any RW27L/R, RW09L/R, RW11, RW29 or RW33.

They use AIRAC 1301 I believe. RW33 is here, and RW30 is RW29 here.
Another thing is that it looks like the Global Scenery does not load high resolution textures or addon scenery for US - at least my installation suffers from this.

Blame ‘whoever’ caused the migration of the magnetic north and south poles and the related local … variation of the magnetic variation over the years. My local runway 16/34 has become 15/33. We were taught to use seven degrees of westerly magnetic variation when I was learning, it is now three degrees west.
(We were taught ‘seven west’ because the instructors hadn’t updated it for years! It was actually nearer to five). -

The simulator's extremely outdated AIRAC leads to navigation errors, including incorrect runway numbering that is not updated according to the Earth's magnetic pole shift. I found incorrect runway numbering at several airports in the simulator.
