What visibility did you set in the conditions menu?

In my area, EDDN, it's the same in reality. When visibility is reduced, the lights are switched on even during the day. I don't know the criteria for this, but I've seen it many times.

I find that rather realistic
Here is a photo I took of a control tower, and even during the day, there is runway lighting (bad weather, of course).
