I’m facing an issue during the engine startup, When starting the engine from cold and dark state the engine startup cooling delay is not showing up and engine starts directly, whereas when starting engine from push and start state the cooling delay works. This is happening to both p&w and cfm variants. Is there any specific procedure to follow for the cooling delay?

COLD and dark implies that the engine is actually cold, which means the bowed rotor motoring is not needed because the thermal stress is minimal. It's usually only the second engine start of the day that needs more cooling time.
Try to start the engines after landing and shutdown and it'll take much longer.
