The cameras already are attached to their own little rigid body and already move independently of the fuselage and can rotate as well. The spring constants and damping parameters as just set high enough so that you don't fall through the floor when pulling 9+ g's in a fighter.

Yes, if you look into the f18.tmd there should be a couple of parameters for the camera_head that you can copy and modify. Ideally create a new mod in your user documents for these kind of changes and don't change any files in the default Steam library.
