That will take alot of time if they want to add realistic rain to the game but if they're gonna add a simple overlay which ofcourse is not their motive as they want to make the best experience possible for the players so as of right now rain is not their priority because it is time consuming and might cause them to pause features that they intend to add very soon maybe like fuel consumption
