B747 Nose Gear & Weight Balance

Good Evening IPACS Team. i notice something on the Nose gear of the B747 it rotating

360° causing the aircraft to overun on taxi ways and runaway. for the weight balance

i requested this before because it lift the nose too early even the speed knots is 50

i always adjusted the fuel load and passenger load but it not work it always lift early
