RC7 relies upon seeing Joystick like inputs from the controlling device. If you have that working, then you should have no problems getting RC7 to utilize the controller.
If the controller was functioning properly, you should be able to see a "Joystick" device listed in the control panel, and you should be able to calibrate the controller. Without calibration Windows does not know what the input value ranges are.
Your setup is not widely used. As such you may want to consider purchasing a low cost "RC Sim controller".
They are available from many sources and are fairly cheap. I paid $12.00 USD each for four I obtained from an Asian vendor.
