This is not the reason: as you can see from the yellow marked level 14 squares: only a very small portion of IPACS Rotterdam uses level 14. These are not in the area of my screenshot. All the rest is only 13 and most of them 12 and below.
Please take a look on monday what the root cause is!
As Martin says: The main scenery folder priotizes above the customer folder. That means no customer scenery can be used properly anymore.
In fact, it should be the other way around.
Otherwise you will see scenery tile pop ups all the time.
Many hundred of hours work of the users will be rendered useless.

When using ORBX or user orthos, there is a wrong priorisation.
The IPACS orthos of lower layers stay active, though that layer is also present in the ORBX folder as level13 -9.
Here is an example of orbx-nl Rotterdam. Please compare the water colors.
Observed in version 4.0.5.1 and before.

The wrong mixing of User and IPCAS orthos produces a very inconsistant image experience.

And also good to see, what additional orthos should be generated and published by the users.

Hi Juan, sorry the IPACS caribbean are only 64m/px and should be contained in the base package I assume.
But of cause you can add some orthos from flightsim.org

This is the coverage of AFS4 orthos with the September 2022 Update.
Legend:
Yellow = Level14, 1m
Green = Level 13, 2m
Orange = Level 12, 5m
Violet = Level 11, 9m
Red = Level 10-7, 19m and above
These are well done, not a single mask file has been used by IPACS.

I do have a sound problem too since 4.00.03.09 in the EC135 after a pause in internal view.
If I switch to outside view and then back to inside, the sound comes back.
I think this is a BUG!

With all user files deactivated, the screen freezes (and crashes) when I zoom in the map overview at the arrow position:

Thank you for the fast solution of the orbx-nl mask file problem, which is also solved for me.

could you explain what you mean
Mask files are there for a reason and deleting them has consequences:
If a tile is only partially covered by the image, you will see the other part as empty. With a mask only that part of the tile which is defined will be shown.
In orbx-NL you will see the new IPACS parts instead. This will show an abrupt change from orbx to ipacs orthos.

Could you please check, what happend since the September update 4.00.03.05?
Some photosceneries like the ORBX-NL crashes the sim. This does not happen, if the mask files are deleted.
Of cause with the disadvantage that global tiles will not be shown anymore and the (different) IPACS orthos will be shown instead.
Example: Rotterdam.

Also for me the orbx-nl scenery leads to a CTD (at Rotterdam i.e.)

I would not recommend to copy anything into the ...\steamapps\common\Aerofly FS 4 Flight Simulator folder.
Use
...\Documents\Aerofly FS 4\scenery\images\orbx
instead.
That way your user files will not be affected by Steam.
However orbx-nl also crashed for me to the desktop since the latest version 4.00.03.05
