Is this an issue only if you installed Steam/Aerofly FS 2 to your c: drive? Mine is installed on my e: drive, and I copy my Geoconvert files to the scenery/images directory there without any problems. I don't install anything in the Documents folder.
If this isn't helpful my apologies. I am easily confused.

I have the same issue as jetjockey10, it doesn't work.
Guys, there might be an issue with the public build in relation to this feature. I tested this and cleared it but it was in a developer build. There appears to be a problem with it.
Please give this some time to get resolved.

Please try to click to the name 'Canberra' or to the runway itself,
I suppose we still don't have the airport view.
In this location menu, where the map is displayed, there are no runway numbers shown.
When I click on the runways nothing happens, yet I clicked outside the runway and it works None of the other airports do this, with them I click on the runway and the runway numbers show.

If yes, which editor do you use? I suggest notepad++.

You wont believe it, it doesn't work for me. The runways show, but no numbers in LOCATION.

Or another hint: You have to create a subfolder like ... \scenery\places\canberra and and import the TSC with the same name into it.

The runway numbers are used in the location and navigation menu as soon as you click to the runway.
The graphic display in aerofly depends of the quality of the aerial image.
Next step, which is still missing, is to add a runway as a separate graphics objects to aerofly.

When I use the location screen I can click all I like on the runway, but no numbers display. Also, I am unable to position my a/c on the runway through the location screen?

Additionally, you have to modify your runway block:
endpoint 2 is the opposite direction of endpoint 1, not another runway. It is still runway 1, but the sign from the opposite direction is different.
If you have 2 runways like Canberra, duplicate the entire block and enter the values for runway 2:
