USA, you follow a Fly Heading xxx to ILS.
Certain eastern Europe countries, you follow a MVL/MVI ("free or imposed" manual operations).
Other, you are supposed to enter a transition to fill the gap (not implented).
But, pilots don't wait for ATC after the STAR, they follow instructions above, or/and why not overridden by ATC instructions.
In this case, I delete the STAR and redo it with waypoints.
