I will not accept FSCloudPort as an answer, as much as it's a good tool, it doesn't fit my criteria

Well instead, does anyone know how to generate elevation files or create a flat elevation where the airport is.

Well the airport I'm planning/Trying to make has a cross runway which FSCloudPort doesn't support

All the ideas I've tried, nothing up to my standards, Is there any way to convert scenery or airport from other sims instead?

On FSCloudPort the airport I'm looking to create/edit has already been made and it's terrible, I'm trying to get permission from the owner on the airport for me to edit it and add in the second runway and the hangars. :O

I've looked at the other link before but I don't know where to put the map.toc, I got Aerofly FS2 about 3 Weeks ago and I don't really know everything.

Is there an easy program to create scenery and place in buildings (or even create buildings) for an airport I'd like to create
