The F-18 flaps only moves on the ground?

When the flaps have been selected to the down position but don't show any deflection, that is normal.

In the real F18 fighter jet the board computer schedules the flaps and slats according to the airspeed and angle of attack. Above 250 knots the flaps only deflect a little bit during very tightly flown corners and only below 250 knots they will deflect more significantly to improve lift.

At typical approach speeds, such as 140 knots the flaps will reach full down deflection.
