What is your collective setting? It sounds as if your collective is all the way to the max.
As Jet-Pack (IPACS) said: you actually do not use throttle all that much - your main input for controlling lift is the collective blade control.
On the ground, push the throttle valve directly to the maximum.

Physics are simple… if you override the governor which normally controls engine and rotor speed then your throttle affects how much fuel the engine gets and rotor speed changes as a result.
