Each airport I download is labeled ERAP.zip, not the "requested airport designation".zip (eg 085.zip). It appears that they do contain the data for the airport requested. What am I doing wrong?

I’m not sure. Your eg 085.zip is not correct either. Are you clicking on the green download box and waiting for the zip file to be assembled?
