The A320 cannot really capture a VOR with the autopilot. You have to fly it in selected modes, track (TRK) and flight path angle (FPA) as we describe in our tutorial of the Airbus Autopilot towards the end (Selected Approach e.g. VOR-Approach)
To display a VOR needle on the ND VOR ROSE mode you need to insert a course value into the MCDU.
