Can someone confirm the purpose of this setting? Is it designed for older hardware? I ask because I'm not seeing anything different with this and I thought the iOS hardware was detected when the app is started up.

Not sure I follow what you mean by preferences drifting. Can you elaborate?

I have to use it with my poor old iPad mini 1 who is the grand old age of 1 1/2. It basically means that the app doesn't crash for me, and it keeps the frame rate consistent. Without it on I sometimes get a good frame rate, but it is inconsistent and regularly falls to very juddery, but with it on my frame rate stays playable and I don't notice much difference.

Ah okay. I'm assuming it's designed to help with lower spec hardware. Makes sense to me now.

The main reason for the framerate limit is reduced power consumption especially on faster iOS devices. Rendering with 60 FPS or 30 FPS is a big difference when it comes to power consumption.
Again, this has only an effect if your device gets well above 30 FPS.
