Why would you move the slider if you want to shut down the engines?
If you move it forward it sets the throttle forward as well. Currently this just relights the engine if it's still rotating fast enough.

Yes, this works as intended. Moving the thrust levers forward disables the cut off and the electronic engine control tries its best to make the engine run as instructed by the pilot.

Turn the red switch on the throttle down and operate the respective throttle in the cockpit view.
You have to wait until the respective engine comes to a standstill otherwise it will start up again. But IPACS has already explained this here. You will learn by trying it out.

The engine is windmill in flight so it may always be above the minimum required N2 rotation speed for relighting. I can add that it no longer does that on its own just by adding fuel flow back in after it has spooled down below idle.
