I was wondering if IPACS will be encouraging folks to post their airport creations here on the site, unlike the situation with Geoconvert scenery? Will IPACS be willing to host such uploads for us to download?

Uploading your completed airport is the same process as all of the other user created uploads; Zip your finished airport folder and email it to : upload@aerofly.com
Be sure to also attach a photo of your creation for the thumbnail image.
We won't critique your creation and not place it into the downloads section if it doesn't meet a certain standard but make sure that the airport is complete and it is correctly working.
This finished product will be downloaded by others and placed into your 'Documents\Aerofly FS 2\scenery\places' folder

The special thing is:
This Airbase is being transformed from military to a combined civil aviation and business district zone.
The stages of development (in real life) tackle me to try variants without uploading for the masses.
if seeing results require upload process every time, this will get complicated.

If I'm understanding you correctly, you want to make the airport first and not upload it? If this is the case, of course you can make your own airport and scenery and use it in Aerofly FS2 without uploading it.
You will see results immediately after running the scenery converter granted that you have set everything up correctly.
The resulting 'airport' will show up in your documents\scenery\places folder.

Take a look at the scenery design package in the downloads section HERE for a good understanding of airport creation. We will get a good tutorial onto the wiki shortly. Of course, if you have some trouble we are here just ask away
